Hillbilly wisdom: If you want to pay students to withdraw from the system, then some STUDENTS will
not get an education. Say that.
After twenty plus years this district has been unsuccessful in creating an inclusive environment that
promotes and maximizes learning for the students. I say that because individual schools wish to
withdraw and the administration speaks to the legislature for this proposal. The administration acts at
the discretion of the school board. However, if state rules do not change may I humbly suggest a
closer look at the graduation rate for the district and the large percentage of students in home schooling.
A bus is not abusE. Abuse is not providing for the physical and emotional security for the students to
thrive and prosper. Mountain View School District is an extended experiment by the state to save
taxpayer money by combining administrations thereby reducing duplication of work and eliminating
waste. This concentration on the financial side of the duties has contributed to the situation of the
Mountain View School District. You don’t quit on the education of our young. Provide the emotional
security. The issue is who decides what is best? Does this Board represent local priorities? Who knows
best? The battle is about control. Federal versus State versus Local school board versus individual
parents and students.
There are rules. The LEARNS act aim is to provide an equalization of opportunity. Initial results show
it has been co opted by the elite.
Yes, anyone can apply. But. Preference is given to those who are already in the program. Funds will be
prorated if there are not enough. The result is those best positioned will move forward and the others
will attend the public school which can not turn anyone away.
Thus far, everyone agrees that state mandated salary minimums has contributed to unequal hardships
on low income areas. But, no one has challenged the states power. The inequities defined under
Lakeview vs Huckabee created by funding- resulted in a new funding method. That was the revenue
side of the equation. The current inequities are because of the unequal effects of mandated
expenditures. This system will result in segregation by class supported by state revenue. This district
does not have to accept tht which is unconstitutional.
Positives about LEARNS
High wage high demand jobs.
Working in conjuction with local enterprises.
Tutoring opportunites tied to 75 hours community service requirements.
Suggest you ask Rural Special to duplicate their efforts on the other campuses.
Move in town students out to distance locations to equalize the amount of student’s time spent on bus.
Eliminate high end positions first.
Transitional services or schools.
