One of my professors said to be a successful politician, you should master parliamentary procedure. A working knowledge of the rules would be more useful in getting your agenda passed than the actual arguments for or against a policy. At the time this statement seemed absurd. Over time it appears he was more right than wrong. At least, his statement makes more sense. Does Johnson’s early adjournment of House apply or not?

For the president to adjourn the congress, the houses of congress must be divided. Thus far the second Trump Administration has basically had a rubber stamp congress for his agenda. He has called in members of his party and miraculously they voted as needed for Trump.

Don’t look now but it appears there is a crack forming in his base. He no longer needs them and the party must consider the midterm elections. The Trump coat tails are not what they once were. Anything is possible.
