Money not appropriated

Hillbilly wisdom: If congress has not appropriated funds then they should not be spent. As a matter of fact, it is illegal for federal employees to do so. 31 USC 1341 and 1342. Gifts are not allowed over certain amounts. Airplanes from foreign countries, funds to build ballrooms, or gold crowns are examples of this. These things are not allowed. We employ people to oversee and regulate these rules. Where is the enforcement? Under the Anti-Deficiency Act violations could result in administrative and penal sanctions.

Federal officials cannot commit the government to future payments unless the funds have been appropriated. Our government is not for sale. Am I wrong?
