We employ people to oversee and regulate these rules. Where is the enforcement? Under the Anti-Deficiency Act violations could result in administrative and penal sanctions.

Federal officials cannot commit the government to future payments unless the funds have been appropriated. Our government is not for sale. Am I wrong?
