Congressional investigations, new rules/laws or even judgments of the Supreme Court will not change the behavior of the current administration. Even when told the policy is against the law, the administration continues the same policy by using a different rule. The king will not submit to the people under him.

The king moves on. The moves are so audacious that Congress can not keep up. What is the reason this time? No Nukes. Regime change. Imminent threat. Trump is unhappy.

Congress needs to press charges against the executive branch. How do you defend an invasion involving the sovereignty of another nation? As long as Congress allows the executive branch to commit acts (war crimes) against the majority opinion of the citizens of the United States, then Congress is at least as guilty as the executive branch and both branches are acting against those that they represent. And America loses.
