Hillbilly wisdom: you can declare war and send massive troops, bomb the enemy and have overwhelming forces but you cannot force the enemy onto the battlefield. An escalation will only cause more ambushes, more sabotage, and more hit and run tactics. Better to let those persons assigned to the job do their job. A slow methodical approach might take longer but using American cities as a practice or training ground is not legal nor is it going to work.
