At some point those in charge need to lead by example. The Buck stops here applies to the position held by Hegseth or it continues up the ladder. The call for review is exactly what? Is there some question as to who is in charge or what happened? Senator Cotton already knows the situation. Any hesitation on his part places the vital national security at risk.
